Instructions

  1. Prepare the Bisquick Batter: In a bowl, combine 2 cups Bisquick mix, 1 cup milk, 1 large egg, and half of the ground black pepper (¼ teaspoon). Stir until the batter is smooth and set aside.
  2. Cook the Beef and Vegetables: In a large skillet over medium heat, brown 2 pounds of ground beef until fully cooked. Drain excess fat. Add the sliced sweet onion and green bell pepper to the skillet and cook until the vegetables are tender, about 5-7 minutes. Season with the remaining ¼ teaspoon black pepper.
  3. Prepare the Gravy: In a separate bowl, whisk together the 0.87-ounce brown gravy mix packet with 1 cup water until smooth. Pour this mixture into the skillet with the beef and vegetables. Simmer for a few minutes until the gravy thickens slightly and coats the mixture.
  4. Assemble the Casserole: Preheat your oven to 350°F (175°C). Layer the beef and vegetable mixture evenly in the bottom of a greased 9×13 inch baking dish. Place 11 slices of provolone cheese over the top in a single layer.
